So why are we now in a position where we have no preparation and the problem has merely been (at best) deferred for a few months?

The analogy I&#039;d draw is that I forgot to bring lunch with me today. I had initial evidence around elevenses that I&#039;d be hungry in a while. 

Did I decide to pop to the ATM then and have resources available to implement a strategy to resolve my hunger once it was confirmed, or did I sit on my hands and defer any decision on the obtaining of sustenance until after my gut rumbled in an echoing emptiness, by which time the nice sandwiches would all be gone?

What would you have done?</description>
