Clever strategy - but to figure out which country the telephone number belonged to you'd need to have reliable data on the length of telephone numbers in each country (not to hard to get) but you also have to assume that there are no other problems with the number such as digits missing.

Having the additional context of knowing the country means you have a better chance of deciphering the data to get some information.</description>

I do not see the problem, when you know which country number belongs to and in case you do not know which country it belongs to i find it impossible
To check if the number is right i find the best way to count digits in international format.

As you mentioned Hungary and its open dialing plan. You can come accross numbers in clasifieds in three format 062xxx, +362xxx or 2xxx. Which is the most confusing I have ever come across :-)</description>
